Bell peppers, zucchini and tomatoes hollowed out and stuffed with spiced rice and minced meat, then gently braised — an Algerian family dinner staple with roots across the Ottoman table.
Make the filling
Mix the minced beef, rice, grated onion, parsley, paprika, cumin, salt and pepper together.
Stuff the vegetables
Loosely fill the peppers, zucchini and tomatoes with the meat and rice mixture, leaving a little room for the rice to expand.
Arrange in the pot
Stand the stuffed vegetables upright and snugly in a wide pot.
Add the braising liquid
Whisk the tomato paste and olive oil into the water and pour it around the vegetables.
Braise gently
Cover and simmer until the vegetables are tender and the rice inside is fully cooked.
Rest and serve
Let the dolma rest briefly off the heat before serving with the braising liquid spooned over.
